US communications regulators are considering the possibility of auctioning airwaves for the purpose of setting up free Internet.

Federal Communications Commission officials will consider the controversial spectrum auction plan at their December meeting.

Chairman Kevin Martin said a provisional plan would require the winning bidder to meet benchmarks by five years, or have the spectrum taken back by the agency.

Martin dismissed concerns by other providers that the free Internet component would interfere with airwaves for which they had paid billions of dollars.

He said the FCC had protection in place to prevent technical interference.

The free plan would also contain a filtering requirement for customers under the age of 18 years old, to address concerns about access to pornography, he said.
